Chicago Tribune: Cardinal defends comparing gay parade organizers to Ku Klux Klan

Setting off a new round in his dispute with gay right activists, Chicago?s Cardinal Francis George has issued a statement defending his recent comparison of the gay rights movement to the Ku Klux Klan.

George?s initial comments came in connection with a controversy over whether next summer?s gay pride parade would interrupt morning services at Our Lady of Mount Carmel Church in the Lakeview neighborhood.

That dispute was resolved last week, but the cardinal?s KKK comparison ? and his new explanation of those comments ? have kept the controversy boiling.

Is Shift Worker Diet An Occupational Hazard?

An editorial in PLOS Medicine makes the case for considering the poor eating habits of shift workers, and the associated health risk, as a legally defined occupational hazard. Sophie Bushwick reports.

For shift workers, odd hours usually mean strange sleeping habits and unhealthy meals. And now an editorial in the journal Public Library of Science Medicine takes the position that unhealthy eating associated with unusual working hours could be considered a new form of occupational hazard. Because such eating is a risk factor for obesity and diabetes. [Poor Diet in Shift Workers: A New Occupational Health Hazard?]

More than 15 percent of workers in the United States are employed in shifts, with workers taking over for each other so that the establishment can stay open for up to 24 hours a day. Because some shifts take place at night, employees have their circadian rhythms disrupted, and thus their metabolisms.

Taking round the clock shifts also makes eating a good diet and getting sufficient exercise difficult. A recent study in the same journal found an increase in diabetes risk among nurses who performed shift work. The editorial suggests not only employee incentives, but also legislation to make healthful diets easy and cheap. It concludes that treating poor eating among shift workers as an occupational hazard is consistent with the history of workplace safety rights.

Analysis: U.S. online poker ruling at risk in future (Reuters)

WASHINGTON (Reuters) ? While the Internet poker world salivates at the prospect of its business coming back to life thanks to an Obama administration ruling, a future president could reverse that decision and send the industry back to drawing board if it is not codified into law.

Late on Friday, the eve of Christmas weekend, the U.S. Justice Department's Office of Legal Counsel issued a legal opinion stating that the 1961 Wire Act prohibited online betting only for sporting events and contests, not Internet games such as poker or lotteries.

That opens the door to online poker and leaves it to each state to decide whether to legalize the multibillion-dollar industry. Pressure likely will mount on the Congress to address the issue too.

A Justice Department memorandum can be withdrawn and a controversial decision can be reversed. Courts can intervene and render it void. One way to assure the future of the ruling is for Congress to codify it into law.

"This is just an opinion of the Department of Justice and only reflects what the Obama administration would bring charges on. Future departments of Justice could interpret the Wire Act differently," said Greg Gemignani, a lawyer and expert in Internet gaming with the Las Vegas firm Lionel Sawyer & Collins.

It seems hard to imagine a future U.S. administration pulling back should many states go ahead and approve online poker. But there is precedent for reversing a president.

At the beginning of President Barack Obama's term in 2009, the Justice Department took the rare step of withdrawing opinions that the Office of Legal Counsel issued during the Bush administration related to interrogations of terrorism suspects by the Central Intelligence Agency.

STAGE SET

"An opinion of the Office of Legal Counsel can be withdrawn or changed, although it is not often done," said Linda Shorey, a partner at K&L Gates LLP in Harrisburg, Pennsylvania, who focuses on gaming laws and regulations.

"Under the U.S. Constitution, only the courts have the authority to determine whether the Wire Act applies to poker wagers," she said. "The Department of Justice memo is not binding on the courts."

The U.S. Court of Appeals for the Fifth Circuit, based in New Orleans, has ruled in favor of the poker industry on the Wire Act, saying it only applied to sports betting, but a federal judge in Utah has ruled against it.

That could put pressure on Congress to address the issue. But with elections due in November, lawmakers are typically loathe to do anything controversial that could spark the wrath of their constituents.

"With the (conservative) Tea Party in such a powerful position (in the House of Representatives), that just seems to me impossible" that legislation would pass anytime soon, said I. Nelson Rose, a professor and leading gambling consultant and expert for states and the industry.

The ruling by the Justice Department hands the states the power to make decisions about what forms of online gambling, if any, are legal, he said. If they permit it, then states could reach pacts to allow their residents to play online in each other's jurisdictions as well, Rose said.

Republican Representative Frank Wolf, head of the panel that oversees the Justice Department's annual budget, was puzzled by the decision to reverse the long-standing position and planned to ask for an explanation, his spokesman said.

The casino industry is eager for Congress to pass legislation that would ensure uniformity in regulating the industry.

"If there is not a federal bill then you will see individual states each passing unique sets of rules," Caesars Entertainment Chairman Gary Loveman told Reuters. "It's obviously a far less rational way to proceed and it runs the risk of not addressing the illegal operators in any way."

PROSECUTIONS UNTOUCHED

While the Justice Department decision will likely have far-reaching ramifications for the gaming industry, one area it leaves untouched is pending prosecutions against individuals and companies facing charges over online poker businesses.

Federal prosecutors may still come after online gamblers using state laws that prohibit such activity and they could always add federal fraud, conspiracy and other charges.

They did exactly that in New York when prosecutors charged a dozen people and their online poker businesses this year with conspiracy to commit bank and wire fraud, money laundering and violations of a 2006 law banning most Internet gambling.

Because they were not charged under the Wire Act, the new legal memorandum will have no impact on that case, said a Justice Department source who declined to be further identified.

The prosecutors appeared to carefully avoid using the 1961 law in making the charges, knowing that this controversy over the Wire Act was brewing, according to Rose.

"It's actually quite startling that they're charging people with money laundering and illegal gambling and yet never mention the major federal statute," he said, adding that they likely did so "because they knew they were in trouble with the Wire Act."

A Justice Department spokeswoman said online poker did not constitute betting on a sporting event under the Wire Act, but said that other state and federal laws will still apply to online gambling.

"In states that ban various forms of gambling -- including Internet poker -- the department will be able to investigate and prosecute those gambling businesses under the Unlawful Internet Gambling Enforcement Act and other sections of the criminal code," said Justice Department spokeswoman Alisa Finelli.

In the New York case, last week an executive for Absolute Poker, one of the three largest Internet poker companies, pleaded guilty to deceiving banks over the processing of gambling proceeds and conspiring to commit bank and wire fraud. Another individual pleaded guilty in May to similar charges.

As part of the prosecution, the U.S. government seized the Internet domain names of the three biggest online poker companies: Absolute Poker, Full Tilt Poker and PokerStars.

Lawyers for the defendants did not respond to requests for comment.

Snow church opens in Bavaria (AP)

MITTERFIRMIANSREUT, Germany ? A church built entirely of ice and snow has opened in Bavaria ? a century after villagers first built a snow church in an act of protest.

The church at Mitterfirmiansreut, near the Czech border, is more than 20 meters (65 feet) in length and boasts a tower. It's made up of some 1,400 cubic meters (49,000 cubic feet) of snow.

The structure was bathed in blue light as it opened Wednesday evening with a blessing from Dean Kajetan Steinbeisser.

But when the ancestors of today's villagers built the first snow church in 1911, they weren't thinking just of architectural achievement.

Steinbeisser says: "It was meant as an act of provocation ? believers from the village got together and built a snow church because they didn't have a church here."

During Saturday?s loss to the Eagles, Cowboys owner Jerry Jone went down to the sideline to talk to head coach Jason Garrett, to make sure Garrett knew the Giants had won earlier in the day and therefore the Cowboys didn?t have anything to play for.

Some fans and media members have suggested that Jones was out of line by doing that, but Jones says he can?t understand why anyone would think the owner of a business shouldn?t be involved in every element of that business.

?It has amazed me to be criticized for really walking down on the floor of the company,? Jones said on KTCK-AM 1310, via the Dallas Morning News. ?The more involved your top management, the more involved ownership can be, I?ve always thought made the best way for it to work.?

Jones says he doesn?t act any differently on game days now than he did in the 1990s, and that it worked out pretty well then.

?You didn?t see that kind of criticism very early on, but we were winning Super Bowls,? Jones said. ?And it was the same exact way that we handled our decision-making and the exact same way that we handled our ultimate information gathering system. We?ve been doing it ever since I owned the team. The exact same way.?

Jones says he doesn?t tell Garrett who can play and who can?t, but he did want to make sure Garrett understood that quarterback Tony Romo didn?t need to take any chances by playing in an essentially meaningless game against the Eagles.

?That?s Jason?s decision, but he doesn?t need to be making that one by himself,? Jones said. ?So I wanted to, very briefly, step down there with just a few minutes gone in the first quarter, sit there and say, ?Here?s the lay of the land. Romo?s got a hand injury, but it looks like we?re going to have him for New York.??

And if Jones thinks his coach might not know the lay of the land, Jones is going to make sure his coach knows the lay of the land. That?s going to be the case as long as Jones owns the Cowboys.

Holland Taylor on life, love and Charlie Sheen (Reuters)

WASHINGTON (Reuters) ? Holland Taylor offers no apologies for never settling down, getting married or having children.

The 68-year-old Emmy-winning actress, currently starring in her one-woman show "Ann" at Washington D.C.'s Kennedy Center, simply never had the time.

"I always did think I would be married and settled down by now but maybe I ain't ready," she said, sounding a lot like the over-the-top mother of Jon Cryer she portrays in the CBS comedy "Two and a Half Men." "Then again, maybe I won't ever be ready."

Taylor's career blossomed in her mid-30s and the New Yorker with Pennsylvania roots has been on a dizzying pace ever since, starring on the stage, in television and on film.

Having a family just wasn't in the script.

"I'm very, very happy. I just never was the marrying kind," she said. "I am a serial monogamist. I don't have multiple relationships at once.

"I've had a long life and a lot of relationships and not one of them do I wish -- well, I take that back -- there are a couple I could have done without," she added with a chuckle.

Taylor's current love is "Ann," which is based on the life of quick-witted, sharp-tongued former Texas Gov. Ann Richards.

Seconds after a recent performance at the Kennedy Center, the audience was on its feet, cheering wildly for the show and its star.

While the applause was quick that night, overall it was a long time coming for Taylor. The actress conceived the show nearly six years ago and has been researching it and writing it ever since. She admits to being captivated about the dynamic Richards, who died in 2006 of esophageal cancer.

"I had a lot of creative feelings about her," Taylor told Reuters. "If I had been a painter, it would have been a painting. If I had been a composer, it would have been a piece of music. I had to do something with my feelings about this loss."

Taylor said the idea of taking Richards' story to the stage "came to me very suddenly."

"I was literally driving to work at my television show one day and I had to pull off the highway onto the service road," she recalled. "I had the idea it should be a play because of her liveliness and her contact with the audience.

"She herself said, 'I was good as a candidate over the years only because I connect with people one on one.' I decided right then a play is how it should be done."

NO LOOKING BACK

Taylor has perfected Richards' Southern drawl and eerily looks like the Texas politician whose energizing keynote address at the 1988 Democratic National Convention elevated her to widespread prominence.

The actress insists she brought Richards' story to the stage not because she could play the role but to celebrate the politician's life.

"She was not a person who looked back. Ever," Taylor said. "She did not revisit things. She was rolling along, like a wheel that goes under and then over. Under and over. But always moving forward.

"If she fell, she fell forward. And that is not the way I am. I get very upset. I can get very waylaid. I get blue. I can become chicken little.

"And now when I do, I think, 'What would Ann Richards think of this behavior?'"

During breaks in the show's pre-Broadway tour -- it is playing now through January 15 at the John F. Kennedy Center for the Performing Arts -- Taylor will continue her role on "Two and a Half Men." She is glad its former star, Charlie Sheen, survived his firing and public meltdown earlier this year and has moved on.

"It was painful for me to see him in pain and he did something very, very dangerous by first of all, obviously doing drugs to that degree is dangerous, but quitting very violently is very dangerous too," she said.

"And he went through really an amazing thing out in public. I just was terrified for him. I think everybody was. But he got through it alive which is all anybody wanted."

Taylor said she would see his daily rants and described them as "very scary."

"There were a few days there where I would open the paper, and I would be so frightened to see that something really terrible happened," she said. "I'm glad he escaped that."

Holland Taylor is in a good spot these days, healthy, happy and with more job offers than she knows what do with. Just don't expect her to slow down anytime soon.

With a laugh, she said she would "commit an ax murder" before attempting to conceal her age.

"It would seem so silly," she said backstage at the Kennedy Center. "I really, truly genuinely struggled quite hard until I was in my mid-30s. "I personally was at sea.

"But that's long gone. I'm doing OK. I'm better than OK."

Stephenie Foster: 12 Days of Giving to Support Women and Girls Globally

As we begin the Twelve Days of Christmas, and mark the fifth night of Hanukah, here are some organizations I recommend that help create sustainable change for women and girls worldwide. Happy holidays, with many wishes for a better world.

For the first day ("partridge in a pear tree"): Women Thrive works with policy makers on a number of issues including women and agriculture. As our globe's population reaches 7 billion, there hundreds of millions of people who live in hunger. Women Thrive works with policy makers to ensure that women small-scale, subsistence farmers have the same access to productive resources as men. Experts say that this simple step could increase yields on women's farms by 20-30% and lift 100 to 150 million people out of hunger.

For the second day ("turtle doves"): Pax World, which is a leader in smart, responsible investing as well as advocacy for gender equality as an investment criterion and for increasing the representation of women on corporate boards. Pax launched the first socially responsible mutual fund in America in 1971, and its Pax World Global Women's Equality Fund (PXWEX), is the only mutual fund in America whose focus is on investing in companies that are global leaders in advancing gender equality and women's empowerment.

For the third day ("French hens"): GlobalGiving allows you to choose your region or interest, and they do have projects in France! This fundraising web site gives social entrepreneurs and non-profits anywhere in the world a chance to raise money. Since 2002, GlobalGiving has raised $55,447,869 from 239,731 donors supporting 5,068 projects. You can pick a project or give a gift card which allows the recipient to choose from the amazing projects.

For the fourth day (" colly birds - or is it calling birds?'): The Women in Public Service Project was launched in early December at the U.S. Department of State by Sec. Clinton. Founded by a partnership between the Department of State and the Seven Sisters women's colleges, it will create training, mentoring and networking opportunities for emerging women leaders from across the globe.

For the fifth day (" golden rings"): The Umoja Uaso Women's Group in Samburu, Kenya was founded in 1990 as a safe women-only village for women who have left their families because of domestic abuse and violence. In spite of many threats and challenges, the women of Umoja maintain a pre-school, a cultural center, a curio shop, a camp site for tourists and a communal fund. To support themselves, the village creates beautiful bead work, which can be purchased in the using this website.

For the sixth day ("geese a laying'): the Center for International Private Enterprise (CIPE) works globally with both women and men to develop business skills and support advocacy for legal reforms to build a better business climate. CIPE works with women entrepreneurs across the globe to identify barriers to entrepreneurship and provides relevant training, capacity building, and support through women's associations, which help women create jobs and contribute to economic development.

For the seventh day ("swans a swimming"): the Girl Scouts, which does so much to "build girls of courage, confidence and character, who make the world a better place." The Girl Scouts will be 100 this year, and they are about more than those yummy cookies. The Girl Scouts is about helping girls from every part of society build a strong future for themselves through leadership experiences that form long lasting skills, friendships and dedication to service. The Girl Scouts build future leaders; the list of famous Girl Scout alumnae is amazing, including our three women Secretaries of State Albright, Rice and Clinton.

For the eighth day ("maids milking"): Heifer International is best known for its program that allows donors to buy cattle, sheep, rabbits, honeybees, pigs, llamas, water buffalo, heifers, chicks, ducks, goats, geese, other regionally appropriate livestock, as well as tree seedlings. But Heifer also works to with communities to fashion and sustain projects worldwide that help ensure that communities and families can support themselves in the long term. Heifer has been in existence for 65 years and has served families in 128 countries.

For the ninth day ("ladies dancing"):
the Sewall-Belmont House & Museum celebrates women's progress toward equality--and explores the evolving role of women and their contributions to society--through educational programs, tours, exhibits, research and publications. The historic National Woman's Party (NWP), a leader in the campaign for equal rights and women's suffrage, owns, maintains and interprets the Sewall-Belmont House and Museum, which houses an extensive collection of suffrage banners, archives and artifacts documenting the continuing effort to win voting rights and equality for women under the law.

For the tenth day ("leaping lords"): Usher's New Look Foundation is impressive. Usher, who is a global super star, started New Look in 1999, and the foundation has developed a model for engaging young women and men and giving them a strong sense of how they can affect the world they live in. New Look takes this seriously and certifies young men and women in four leadership areas - talent, education, career and service -- through a partnership with Emory University's Executive MBA program. Ninety-eight percent of New Look youth graduate high school and go on to college.

For the eleventh day ("pipers piping"):
We Advance is an amazing non-profit dedicated to helping advance the health, safety and well-being of women in Haiti. Founded by my friend Maria Bello, its work has centered in Wharf Jeremy and Cite Soleil, the poorest slums in Haiti, and provides basic health services and adult education. In 2011, We Advance delivered these services to over 50,000 Haitians.

For the twelfth ("drummers drumming"):
Vital Voices Global Partnership is an organization with which I have worked for many years. Vital Voices, which started as a US government program in the Clinton Administration, is now a non-profit and is dedicated to helping exceptional women leaders across the globe develop their skills and deepen the impact they have on their communities and countries.
It's fitting to close with the Vital Voices motto, "invest in women, improve the world."

The bill, which now has to be voted on by the Senate, provoked a furious Turkish reaction. ?Ankara is recalling its ambassador to France while freezing official contacts between the two countries.?

?We are recalling our ambassador in Paris to Ankara for consultations," said Turkish Prime Minister Tayyip Erdogan, Associated Press reports.?

Ankara lobbied hard for the French government to shelve the bill and warned? of potential retaliatory measures. Earlier this week, a delegation of Turkish MPs and businessmen visited Paris to request that the government of President Nicolas Sarkozy abandon the bill.

"As of now, we are canceling bilateral level political, economic and military activities," Mr. Erdogan said. "We are suspending all kinds of political consultations with France" and "bilateral military cooperation, joint maneuvers are canceled as of now," he added.

Erdogan said that he will annul any permissions given to French military vessels to dock at Turkish ports and would consider on a case-by-case basis requests for military overflights and landings. ?The Turkish prime minister said that?"This decision is cause for concern not only for France where there are efforts to make gains through enmity toward Turks and Turkey, and in general terms, through Islamophobia, but also for Europe and principles defended by Europe."

The French bill requires a prison term of up to one year and a fine of $58,000 (45,000 euros) to anyone who publicly denies the mass killings of the Armenians during World War I.? In 2001, France officially recognized the ?Armenian genocide? but a subsequent parliamentary effort to criminalize it was dropped by the Senate.

"It is important, in the current context, that we keep the paths of dialogue and cooperation open," French Foreign Minister Alain Juppe said in a statement.

French lawmakers were vexed over what they saw as Turkish interference into the country?s internal affairs.

Huntsman campaign blasts Romney for NH jobs record

WASHINGTON (AP) ? Republican presidential candidate Jon Huntsman's campaign said Wednesday that jobs lost at a company managed by rival Mitt Romney counter his claims of being a job creator.

Huntsman's campaign and allies said Romney's venture capital firm oversaw more than 100 layoffs in New Hampshire while it eventually reaped millions in profits.

An Associated Press report this week found that The Holson Burnes Group, controlled by Romney's Bain Capital LLC, closed plants in New Hampshire and Gaffney, S.C., as it shipped other jobs overseas.

Former Claremont, N.H., Mayor Scott Pope ? a Huntsman supporter ? said Holson Burnes had told local officials the plant was closing in 2005 so it could expand operations in Mexico, long after Bain relinquished control of the company. But a bulk of Holson Burnes layoffs and furloughs occurred in the early 1990s under Bain's ownership.

The AP's review of financial and regulatory documents in the case of Holson Burnes contrasts with Romney's statements during the GOP presidential campaign about his success creating jobs in the private sector. It showed how Holson Burnes trimmed its work force by hundreds while Bain eventually earned a 20 percent return on its investment.

The economic fallout from Bain's decisions struck hardest in New Hampshire and South Carolina, early primary states that will shape the Republican race and Romney's White House prospects. Romney knows President Barack Obama and other Republican contenders will be picking apart his tenure at Bain.

"President Obama and his friends on the left are continuing their attacks on the free-enterprise system, and by attacking free enterprise they are willingly dividing Americans," Romney spokeswoman Andrea Saul told the AP in response. "Mitt Romney has a quarter-century of experience working with entrepreneurs and real businesses in the real economy."

Romney, the former Massachusetts governor, was spending the rest of the week touring New Hampshire by bus.

Matt Barkley skips NFL Draft, returning to USC

Even with a projected Top 10 draft stock, USC quarterback Matt Barkley has decided to return for another season with the Trojans.

The junior from Newport Beach made his decision official on Thursday, making his announcement in the shadows of the USC greats in Heritage Hall.

"I am prepared to play quarterback in the NFL," Barkley explained. "It is my dream to play quarterback in the NFL. I intend to make that dream a reality.

"But I also know that I came to the University of Southern California to compete, and have a rare journey as a USC football player, to earn a degree from this exceptional university, and forge life-long bonds with the Trojan family.

"I will earn my degree, the bonds have been forged, but I know in my heart that I have not yet finished my journey as a Trojan football player. Our USC football team has been through some tough times, and we have persevered. The 2012 has some serious unfinished business to attend to, and I intend to play a part in it."

The crowd erupted, the band began playing, and the junior from Newport Beach flashed a smile as he confirmed what many USC fans had hoped.

Barkley threw for 3,528 yards, 39 touchdowns and just seven interceptions while completing 69.1 percent of his passes and leading the Trojans to a 10-2 record in 2011. He returns to Southern Cal with his two favorite receivers from the past season - Robert Woods and Marquise Lee - and will bring lofty expectations to the program for the first time since the Pete Carroll era.

Barkley was projected by many to be a Top 10 selection in the 2012 NFL Draft, but the lure of one more season as the Trojans starting quarterback was enough to bring him back to school. With the way USC finished the season in 2011, they will likely be early favorites to compete for a National Championship in 2012. ?Barkley grew up dreaming of playing for USC, and with the NCAA sanctions lifted he will get the opportunity to lead the Trojans to a Pac-12 title - or possibly more. ?

Egyptians back at polls, calm in Cairo after clashes (Reuters)

CAIRO (Reuters) ? Egyptians returned to the polls on Wednesday in a staggered parliamentary election after five days of violence in Cairo that has cast a pall over the transition to democracy and drawn a U.S. rebuke of Egypt's security forces.

Tahrir Square and surrounding streets were quiet through the night for the first time in a week. A night earlier, police and soldiers had used tear gas and batons to chase protesters demanding an end to army rule out of the square.

The latest confrontations, in which 13 people have been killed, made for a turbulent backdrop to Egypt's first election since Hosni Mubarak was toppled in February. Even before the vote got under way in November, a flare-up in Tahrir killed 42.

Nine provinces, mostly outside the capital, were holding run-off votes on Wednesday and Thursday in the election that is being held over six weeks and ends on January 11.

The ruling army council, which took over from Mubarak, has said it will not let the transition be derailed and has pledged to hand power to an elected president by July. But protesters in the square want the army to return to barracks far sooner.

"God willing, we will complete the revolution by January 25 by bringing down the army council," said 25-year-old protester Mahmoud, who declined to give his full name. The uprising against Mubarak began on January 25 and lasted 18 days.

Near where he spoke, the authorities have erected walls of concrete blocks, barring access from the square on roads leading to the parliament, the cabinet and Interior Ministry where violence has been the most fierce.

A few hundred hardy protesters were still in and around the square on Wednesday, surrounded by streets strewn with rocks exchanged between them and security forces. Some protesters held up bullets and cartridge cases they say were used against them.

Traffic passed through other parts of the big square.

The clashes have driven a wedge between those determined to stay on the streets and other Egyptians frustrated by the turmoil, which has damaged the economy, and now desperate for a return of order. Many still see the army as the only institution capable of achieving this.

"All demonstrations should stop to end this violence until we finish elections and elect a president then all the demonstrators can voice their concerns through members of parliament," said Erian Saleeb, 64, who works in the tourist industry, which has been hammered as visitors have stayed away.

But many have been shocked by images of police and soldiers hitting protesters with batons even after they fell to the ground and, in one case, dragging a woman lying on the ground by her shirt that exposed her underwear, and then kicking her.

Secretary of State Hillary Clinton this week referred to that incident of the beaten woman as "particularly shocking" and cited other cases of women protesters sexually assaulted.

"This systematic degradation of Egyptian women dishonors the revolution, disgraces the state and its uniform and is not worthy of a great people," she said, in some of the strongest U.S. criticism of Egypt's new rulers.

The United States, which Egypt under Mubarak as a staunch ally, gives Cairo $1.3 billion a year in military aid.

About 2,000 women marched to Tahrir on Tuesday dressed in black and flanked by male protesters who vowed to protect them from harassment. "The women of Egypt are a red line!" they chanted.

"What happened to the girl who was stripped and dragged was sheer savagery. We cannot be silent about this. I want someone from the military council to admit responsibility," said Sarah Rifaat, a 27-year-old environmentalist.

In a statement, the army council apologized, saying it "respects and appreciates Egyptian women and their right to protest and fully participate in political life." An army general said it was an isolated case and under investigation.

But other generals and their advisers have condemned the pro-democracy demonstrators, who they accuse of wreaking havoc.

Retired general Abdel Moneim Kato, an army adviser, told the daily al-Shorouk that anyone involved in incidents such as the burning of a building near Tahrir that held historic archives was "a vagrant who should be burnt in Hitler's incinerators."

One opposition group that has lowered its profile in the protests is the once-banned Muslim Brotherhood, whose Freedom and Justice Party now leads the election results after the first round, followed by ultra-conservative Salafi Islamists.

A large percentage of the individual - rather than party list - seats up for grabs in the run-offs will be contested between Muslim Brotherhood and Salafi candidates. Egypt's system involves a mixture of party lists and individual candidates.

Analysts say the Brotherhood has kept a low profile as it is determined to see the vote completed, putting it in a commanding position in the new assembly and securing its place in mainstream politics for the first time in its 83-year history.

Washington has reached out to Islamists in a shift in approach since the summer. A senior U.S. diplomat met Islamist and other newly elected members of parliament in the northern city of Alexandria, the embassy said on Tuesday.

Moody's cuts Belgium ratings by 2 notches (Reuters)

NEW YORK (Reuters) ? Moody's on Friday cut Belgium's credit rating by two notches, saying the euro zone debt crisis increases funding risks for countries with high public debt burdens.

Concerns about Belgium's economic growth prospects and its banking system, particularly with contingent liabilities stemming from the Dexia group bailout, also contributed to the decision, Moody's said.

"The fragility of the sovereign debt markets (in the euro zone) is increasingly entrenched and unlikely to be reversed in the near future," Moody's said in a statement.

"It translates into heightened potential for funding stress for euro area countries with high public debt burdens and refinancing needs like Belgium," it added.

Belgium's government declined to comment on Moody's decision.

The ratings agency lowered Belgium's local- and foreign-currency government bond ratings to Aa3 from Aa1. The new rating has a negative outlook, which means another downgrade is possible in a couple of years.

The negative outlook reflects ongoing concerns about Belgium's government finances and economic growth prospects in the euro zone due to the debt crisis, Moody's sovereign credit analyst Alexander Kockerbeck told Reuters in an interview.

Belgium on December 5 formed a new six-party coalition government after a caretaker administration approved a budget with austerity measures at the end of November. The budget agreement came just hours after Standard & Poor's cut the country's rating to AA from AA-plus.

The new government must satisfy demands of the Dutch-speaking Flemish majority for devolution of further powers to Belgium's regions, and may have to redraw a budget that economists say is based on too optimistic a growth forecast.

"The recent experience in Belgium is that the political bargaining process can be very challenging and it could be that the new government may need to agree on additional measures," said Kockerbeck.

"It is challenging certainly for the government to come up with additional measures given the downward revisions of economic growth that we experienced in the euro zone as a whole," he added.

Earlier on Friday, rival Fitch Ratings placed Belgium's AA-plus rating on credit watch negative, signaling a downgrade is possible within three months.

Standard & Poor's, which rates the country at AA, also has the rating on watch negative as part of a broader review of 15 euro zone countries.

On Thursday Moody's cut the rating on Dexia's French division Dexia Credit Local to Baa1 from A3, citing concerns about the comprehensiveness of the funding guarantee scheme provided to the unit. It threatened the division with more cuts.

In October, Belgium, France and Luxembourg agreed to guarantee the bond funding raised by the division for the next 10 years, up to 90 billion euros ($116.6 billion).

Hundreds of migrants missing off Indonesia as boat sinks (Reuters)

JAKARTA (Reuters) ? At least 217 people were missing, and possibly scores more, after an overcrowded boat packed with illegal immigrants heading for Australia sank in heavy seas overnight off the coast of east Java in Indonesia, authorities said on Sunday.

Many of the passengers on the wooden vessel are believed to be economic migrants from countries including Iran and Afghanistan. Indonesia is a transit point for illegal immigrants from the Middle East who cross the Indian Ocean in search of a better life in Australia.

Authorities gave differing accounts of the number of people missing and the potential casualty toll.

Sahrul Arifin, head of emergency and logistics at the East Java Disaster Mitigation Centre, said only 76 people of 380 people on board had been rescued.

Strong waves wrecked the boat about 90 km (55 miles) out to sea late on Saturday night, he said.

"Our search and rescue team have begun sweeping the water around where the accident took place but we are now sending body bags," Arifin said.

However Hariyadi Purnomo, a Search and Rescue (SAR) spokesman in East Java, said 217 remained missing and 33 people had been rescued. SAR site coordinator Kelik Enggar Purwanto told Reuters by telephone those rescued included one woman. Several of the others were boys aged 8-10.

"Survivors are suffering from severe dehydration and exhaustion as they were floating in the middle of the sea approximately for 5 hours," Purwanto said, adding that the boat had a capacity of around 100 people.

Local TV showed images of more than a dozen shocked-looking survivors huddled in a clinic in Trenggalek, a town on Java island's southern coast. Immigration officials were on site to interview survivors.

"Extreme weather has caused reduced visibility, making the rescue process difficult," Brian Gautama, a SAR member at the site, was quoted as saying by state news agency Antara. "They (survivors) must be evacuated as soon as possible because they can't stay for long in the middle of the sea."

One survivor told authorities four buses with around 60 or more adult passengers each had turned up to the port where they embarked, Antara said, giving no further details.

ASYLUM SEEKERS

Australian-based refugee advocate Ian Rintoul said the blame for the disaster lay squarely with the Australian government, which had pressured Indonesia into taking a harsh stance against people smuggling.

Earlier this year, Indonesia enacted a new law making people smuggling punishable by a minimum of 5 years in jail, he said.

"What it means is that people come into Indonesia and are desperate to get out of Indonesia as quickly as possible. That happens under the radar. It used to happen much more in the open," Rintoul told Reuters.

Boat people are a major political issue in Australia, although according to U.N. figures the number of asylum seekers reaching Australia is tiny in comparison with other countries.

Australian Prime Julia Gillard has put pressure on Indonesia, where most of the boats leave from, and other neighbors to help stem the number of arrivals.

Australia-based refugee advocate Jack Smit told Reuters the boat appeared to be overloaded. He suggested it might involve a new and inexperienced people-smuggling operator trying to make money quickly because the boat reportedly left from the same port in Java as another boat that sank recently.

Indonesia is currently in its wet season, when its waters are prone to storms, making the journey even more hazardous.

Passengers were typically paying between $3,000 and $8,000 to get on such a boat, Smit said, which are often ramshackle and poorly equipped for the dangerous voyage to Australia.

The people-smuggling syndicates were often run by people from the Middle East, exploiting family contacts in the passengers' home countries, he said.

The sinking off Java is the latest of several such disasters in recent years.

The dutiful Media Matters researchers who stare at Fox News all day have flagged another humorous mistake made by cable news network: Fox accidentally swapped Mitt Romney's face with Barack Obama's in an Iowa polling segment today. As the progressive think tank later reported, Megyn Kelly apologized for the error on air, saying that "we put a graphic on the air ... that, as it turns out, was incorrect. Tanning Booths Increase Risk of Most Common Skin Cancer

Risk Is Even Greater for Women, Study Shows

Dec. 14, 2011 -- Indoor tanning has been under heavy fire the last few years, and a new study will do nothing to tone down the assault.

Indoor tanners are close to 70% more likely to develop the most common type of skin cancer before their 40th birthday, a new study shows.

The skin cancer, basal cell carcinoma, looks like open sores, red patches, pink growths, or shiny bumps. This type of skin cancer is usually not lethal but can be disfiguring.

Many previous studies have linked indoor tanning to melanoma, a potentially fatal form of skin cancer. Growing numbers of people younger than 40 -- especially women -- have developed basal cell skin cancer ?in recent years. The findings, which appear in the Journal of the American Academy of Dermatology, suggest that indoor tanning may play a role in this increase. As many as 28 million people use indoor tanning beds each year, according to the Indoor Tanning Association.

Study: Risk Greatest Among Women

Researchers analyzed data from the Yale Study of Skin Health in Young People. It included more than 750 people under 40. Of these, slightly more than 69% were women.

Overall, people who had used indoor tanning beds were 69% more likely to develop basal cell skin cancer before age 40 when compared to people who did not.

The risk was greatest among women, the study showed. Women who tanned were more than twice as likely to develop basal cell skin cancer as those who never tanned.

Exactly why the effects of indoor tanning seem to be worse in women is not known. Women may start tanning earlier and tan more frequently than men, the study authors write. About 43% of basal cell skin cancers occurring at an early age in women could be prevented if there were a ban on indoor tanning beds, they point out.

Other factors that increased risk in the presence of indoor tanning were:

  • History of more than one basal cell skin cancer
  • History of a sunburn particularly at the site of the cancer
  • Use of high-speed, high-intensity, or high-pressure tanning beds
  • Genetic predisposition to skin cancer

Indoor Tanning Is a Public Health Issue

?It is hard for even the most skeptical and resolute tanners -- and tanning salon owners -- to refute or ignore an increased risk of 69%,? says Heidi Waldorf, MD. She is a dermatologist at Mount Sinai Medical Center in New York City. ?The fact that the link was strongest in women and that we see so many younger women going to indoor tanning salons is particularly concerning. This really is a public health issue.??

The rest of the country should follow California?s lead and ban teenagers under 18 from indoor tanning, she says:??We keep kids from buying alcohol and cigarettes; it makes sense to block another easily avoidable cancer risk until they are old enough to make a more informed decision.?

The Wall Street Journal: Hurdle For Health Law Suit
The woman chosen to represent the legal challenge to the Obama administration's health care overhaul filed for bankruptcy in September after her business failed, a move that could pose problems for the high-profile lawsuit. ? The suit, brought by 26 states and joined by the National Federation of Independent Business, a small-business lobby group, is set to be heard by the Supreme Court next year. It relies in part on the story of Mary Brown, an auto-repair-shop owner who argued in court filings she would have had to divert funds from her business to comply with the law's requirement that, beginning in 2014, most Americans obtain coverage or pay a penalty. ? Without owning a business, it could be harder for Ms. Brown to argue she is harmed by the legislation. Meanwhile, her recent financial woes suggest the possibility she would be exempt from penalties for noncompliance with the individual mandate. That raises questions about whether the suit can be based on her experience (Maltby, O'Connell and Bravin, 12/5).
